Yes, as of April 1, 2024, the cultivation and possession of cannabis is legal in Germany. Adults aged 18 and over are permitted to cultivate up to three cannabis plants 'per adult' in a  household. Additionally adults are allowed to possess up to 25 grams of cannabis in public and up to 50 grams at home.

It's important to note that while the sale of cannabis seeds is legal, the commercial sale of cannabis itself remains prohibited. Therefore, individuals interested in cultivating cannabis must either grow their own plants or join a registered cannabis social club or obtain through prescription. Consumption of cannabis is subject to certain restrictions, such as prohibitions within 100 meters of schools, kindergartens, public playgrounds, sports facilities, and pedestrian zones in city centers between 07:00 and 20:00.
